Pres. Obama Signs Improper Payments Bill

President Obama signed a bill aimed at limiting improper payments from the Government to individuals, organizations and contractors. The White House says that $110 billion dollars in 2009 was paid to the wrong person, in the wrong amount or for the wrong reasons.
